Catch the train from Kinosaki Onsen Station to Ebara Station in Hidaka. From there, ride the bus up to the Kannabe Highlands. You can easily drive to Kannabe ski areas in about 3 hours from Kansai International Airport. You will need a valid drivers licence from your country and an international driver's permit. Please check with the rental companies about any other necessary documents etc. You will also need snow tires to drive safely on the snowy roads.
